Hawaii is one of the only states with no limit on DOC fees (the paperwork fee dealers charge). Because of that, most dealers now charge a lot.

These fees are legal as long as the dealer tells you about them before you sign.

But most of the money is pure profit for the dealer, not real costs.

Watch out: You also pay tax and interest on these fees! At Hawaii’s 4.5% tax rate, a $1,800 fee adds about $81 in extra tax. And if you finance it over 5 years at 6% interest, that adds about $290 more in interest. Total average extra cost from tax and interest: $371.

By law, dealers must show you a full list of exactly what the DOC fee pays for (title work, clerks, DMV runs, etc.). You can ask for the list and they will give it to you with no problem.

Quick Tips for Hawaii Car Buyers in 2025

  • Always ask for the out-the-door price (car + tax + all fees) in writing.
  • Any fee that is NOT a government fee can be lowered or removed if you ask.
  • Shop more than one dealer. The same car can cost $1,500–$3,000 less just because of the fees.
